He caused the storm to make the trainers prove who are tough enough, and when he was created, Mewtwo destroyed the lab he was born in, and escaped to take control of the world. At the party, Mewtwo shows himself, and starts to steal all the trainers Pokemon. Ash is determined to not let Pikachu go, and goes with Pikachu to where the Pokemon are held. Turns out the Pokemon, Mewtwo stole, were in capsules. Copies were being made of the Pokemon until there were clones of them.
